Full Description

Ian Powell, a 60-year-old tutor at Coleg Gwent in Wales, has been handed a suspended prison sentence after admitting to making indecent images of a child. The case, heard at Newport Crown Court, involved Powell's inappropriate relationship with a teenage girl who viewed him as a father figure. Powell's actions, described by the judge as grooming, led to the girl sending him explicit images, which were later recovered by police.

The court learned that the teenager, who cannot be named for legal reasons, initially looked up to Powell during his time as her tutor. However, the relationship evolved inappropriately, with incidents of hugging and kissing—referred to as 'snogging'—occurring in a local park. Powell further escalated the situation by purchasing sex toys for the girl. As their messaging turned sexual, the teenager sent multiple indecent images to Powell, including seven in Category A (the most serious), comprising two videos, eight in Category B, and 32 in Category C.

The offences came to light when the relationship was reported to Coleg Gwent, prompting police involvement. Officers searched Powell's home and recovered devices containing the images. In a victim impact statement read to the court, the teenager described her evolving understanding of the situation: 'I felt bad, like I was getting someone into trouble. People kept saying that it wasn’t my fault, but I kept thinking that.' Over time, she recognised the imbalance in the relationship, stating, 'It took several months for my feelings to change. I began to see that there was an imbalance in this relationship.'

Judge Shomon Khan, presiding over the sentencing, acknowledged Powell's genuine remorse but condemned his actions unequivocally: 'You were grooming [the victim]. There’s no other conclusion that I can draw. Your career is destroyed. You deserve that for putting your own sexual needs before the victim’s welfare.' The judge noted that nothing could explain Powell's behaviour, despite his remorse. Powell's professional life as a tutor has been irreparably damaged as a result.

Sentencing details were reported by ITV News Wales on 3 October 2024, with court reporter Richard Morgan present. The case highlights the serious nature of grooming and the possession of indecent images, with Gwent Police leading the investigation following the report to the college.
