A 23-year-old man from Stockton, Ryan Lee Rowland Smith, has been sentenced to four years in prison following his conviction on nine serious sexual offences involving child abuse material. The case, investigated by Cleveland Police's Paedophile Online Investigation Team (POLIT), came to light after officers discovered a vast collection of illicit content on his mobile phones during an arrest in October 2024.
Smith was found guilty of three counts of distributing indecent images of children, three counts of making indecent images of children, possessing a paedophile manual, and possessing extreme pornography, including bestiality and prohibited images of children. The material seized included over 4,000 child abuse images and videos, totalling 13.5 hours of footage, with eight hours classified as Category A—the most severe grade. The content specifically focused on babies and toddlers enduring extreme abuse, described by investigators as some of the most harrowing they had encountered.
Arrest occurred at 6:30am in October 2024, when Smith was actively accessing the material on his device. Officers meticulously reviewed all content to build the case, despite the emotional toll. Smith showed no remorse during interviews, responding with 'no comment'. Leading investigator, Constable Barnes from the POLIT team, who has over 10 years of experience in managing sex offenders, stated: 'I have managed sex offenders and investigated sexual offences for over 10 years and Ryan Smith is, by far, the worst offender I have dealt with in relation to this type of crime. Every minute of footage on his phone showed a baby or child suffering extreme abuse.' Barnes further emphasised the specificity and depravity of the material, noting that the team warned the defence to approach it with caution due to its horrific nature. He added: 'Smith was accessing this content, in the main depicting pain and suffering, for his own satisfaction and nothing more. Smith's offending is abhorrent; in my eyes, he has committed the most horrendous crimes imaginable.'
The sentencing took place on 18 August 2025 at a court in the Cleveland area. In addition to the four-year custodial sentence, Smith received four years on extended licence and was placed on the Sex Offenders Register for life. A Sexual Harm Prevention Order was imposed for ten years, ensuring ongoing management by Cleveland Police's specialised officers for sexual or violent offenders. This case underscores the relentless efforts of law enforcement in combating online child sexual exploitation, with the evidence gathered highlighting the team's tenacity in securing convictions against such egregious crimes.
