Full Description

A convicted paedophile from Warrington, James Williams Clemens, aged 25, has been sentenced to four months in prison for possessing 684 indecent photographs of pre-pubescent males. The case came to light during a joint investigation by Cheshire Police and Staffordshire Police into a child pornography ring, highlighting the ease with which such material can be accessed online.

Clemens, a former worker at BNFL's Risley offices, was identified through the inquiry, prompting detectives to visit his workplace and seize his computer hardware and software. Upon examination of 48 floppy disks, officers uncovered the obscene images. When questioned, Clemens admitted to possessing most of the images but claimed he was holding the rest for a friend. This offence follows a previous conviction for indecently assaulting an under-age boy.

At Warrington Magistrates' Court, prosecutor Joanne Hamlin presented the evidence, including a selection of the photos shown to the magistrates. Clemens' solicitor, Gary Heaven, argued that while the actions were 'beyond the pale', imprisonment would not deter others, stating: 'The fact is that even an eight-year-old with the capacity to use a computer can download this stuff - and there is nothing that we can do which will change that.' Heaven further noted that Clemens had come into contact with the child porn group via email and the internet but 'violently disapproved' of their activities, assisting police by providing evidence in a more serious related case. The images were for his 'own use' and not distributed.

The court ordered Clemens to sign the Sex Offenders Register for seven years. The sentencing will result in significant personal consequences, including the loss of a new job and likely his home on Winwick Road, where he resides opposite a children's playground. Neighbours, unaware of his behaviour, described him as a 'very quiet lad' who 'kept himself to himself', according to resident Peter Deeley. Clemens was dismissed from his BNFL position following his arrest.

This case, reported by the Warrington Guardian on 13 March 2001, underscores ongoing concerns about online child exploitation, with the solicitor's comments reflecting broader challenges in prevention.
