Steven Hill, a 66-year-old man from Maidstone, engaged in a series of disruptive and abusive incidents targeting emergency services in August 2024. Suffering from liver cancer, Hill repeatedly contacted the 999 switchboard to demand strong painkillers, specifically morphine, which was not provided due to medical protocols. His behaviour escalated from verbal abuse to physical aggression and a sexual offence when he exposed himself to attending paramedics.

The incidents began on 12 August 2024, when Hill, residing at Upper Fant Road in Maidstone, made multiple calls to emergency services. At 13:06, he shouted profanities at switchboard staff, telling them to 'f*** off' and threatening to kill himself unless an ambulance was dispatched. Over the following hours, he made four additional 999 calls, continuing to verbally abuse the operators. In one call at 13:51, he expressed frustration and demanded to be dealt with by someone from 'this country,' despite speaking to an English operator, revealing his agitated state of mind.

Two paramedics were dispatched to Hill's home to assess his condition. Upon their arrival, Hill exposed his penis to both, prompting them to instruct him to cover up for a proper assessment. When they refused to administer morphine, he became verbally abusive, calling them derogatory names and exposing himself again while staring into one paramedic's eyes. The situation turned physical as Hill kicked at their equipment, threatened to 'kick you next,' and chased the paramedics out of the property. They fled for safety. Later that day at 14:18, Hill called 999 once more, hurling further abuse and making homophobic remarks about one of the paramedics.

Hill's misuse of the emergency line persisted until 27 August 2024, with a total of 13 non-emergency calls amounting to 52 minutes of connection time. These actions caused significant annoyance and disruption to public communication networks. Hill, who has a prior conviction from 2 August 2019, pleaded guilty to charges of exposure, assault on an emergency worker, and persistently making use of a public communication network to cause annoyance when he first appeared in court in June 2025. Sentencing was adjourned at that time.

On 18 December 2025, Hill, now residing on Station Road in Rainham, returned to Medway Magistrates' Court. Prosecutor Piers Restell outlined the full extent of the offences, noting that they collectively passed the custody threshold. Defence counsel Stewart Lewis highlighted Hill's serious illness, ongoing treatment at King's College Hospital for liver cancer, and issues related to past alcohol consumption, arguing for a community-based resolution to accommodate his medical needs. Despite this, the chairman of the bench described the incident as 'disgraceful' and imposed a 12-week custodial sentence, suspended for 12 months. Hill was also ordered to pay £50 compensation to each emergency worker, a £154 victim surcharge, and £85 in court costs. Due to the exposure offence being classified as a sexual crime, Hill was required to register on the sex offenders' register for seven years, notifying police of his personal details including name, address, date of birth, passport, and bank information within three days and annually thereafter.
