Full Description

John Clegg, a 55-year-old resident of Bowland Fold, Halton, in Lancashire, England, was sentenced to a total of three years and eight months in custody following multiple breaches of his Sexual Harm Prevention Order (SHPO). Clegg had previously been convicted in April 2024 for making indecent images of children, resulting in a ten-year SHPO and a suspended sentence. The order imposed strict conditions to prevent further sexual harm, including prohibitions on creating new social media accounts without permission, deleting software, installing identity-concealing tools, accessing cloud storage, or using video and audio streaming services.

Despite these restrictions, Clegg demonstrated a blatant disregard for the law. In June 2024, just two months after the initial sentencing, officers from Lancaster Area Police visited his home and discovered a hidden laptop containing a Category A indecent image of a child—one of the most severe classifications. Further investigation revealed that Clegg had created three unauthorised social media accounts. Examination of his phone uncovered deleted Facebook messages, 26 contacts, 15 deleted messages, and four removed apps, two of which were messaging applications. Subsequent police visits confirmed that Clegg had been searching for and downloading indecent images of children via the dark web.

Clegg pleaded guilty at court to two counts of making an indecent photograph of a child, two counts of failing to comply with notification requirements, and 11 counts of breaching his SHPO. As a result, his suspended sentence was activated, leading to the custodial term. A spokesperson for Lancaster Area Police stated: “Clegg had a blatant disregard for the conditions imposed on him, in order to keep the public safe. He continued to commit crimes, targeting the most vulnerable. This type of criminality will not be tolerated. We will not hesitate to put convicted sex offenders back before the court if they fail to keep to the terms of their lawful requirements.” The case was reported by The Westmorland Gazette on 4th April, highlighting the ongoing efforts to monitor and prosecute sex offenders in the region.
