Phil Joseph, a 28-year-old civilian member of staff for Sussex Police, was sentenced at Hove Trial Centre for possessing and distributing child sex abuse images, marking a profound betrayal of his role as a licensing officer tasked with protecting the public.

Joseph, based in East Sussex, came to the attention of authorities due to suspicious online activity. He was arrested in September 2024 following searches of his digital devices, which uncovered 421 child sex abuse images. Among these, 247 were classified as category A, the most serious type depicting the gravest forms of abuse. Joseph admitted to one count of distributing indecent images of children and three counts of possessing such material.

At the time of the offences, Joseph was employed as a licensing officer for Sussex Police. He was immediately suspended from duty upon his arrest and has since resigned from the force. The court imposed an 18-month prison sentence, suspended for two years, recognising the severity of his actions while opting not to incarcerate him immediately. Additionally, he was ordered to complete 100 hours of unpaid community service and 20 days of rehabilitation activity.

Detective Chief Inspector Luke Kyriakides-Yeldham commented on the case, saying: 'Phil Joseph's offending makes him complicit in the sexual abuse of children, in a total betrayal of his duty to protect the public as a former member of police staff. Online child sexual offending is an issue growing in scale and complexity and we are committed to bringing offenders to justice while safeguarding young people.'
