Offence Summary

Neill Willis, along with Anthony Douglas, raped and sexually abused children in the 1980s when they were teenagers, including jointly raping a primary-school-age girl and abusing a boy, with Willis also assaulting two other children.

Full Description

Two men from Peterlee, County Durham, have been sentenced to lengthy prison terms for a series of sexual offences committed against children over 40 years ago. Neill Willis, now 57 and residing in Ealing, Greater London, and Anthony Douglas, 58, from Hartlepool, were teenagers at the time of the abuses, which came to light following a victim's report to police in 2019.

The offences occurred in the 1980s, with Willis aged between 14 and 17 and Douglas between 19 and 20. At Newcastle Crown Court, it was revealed that the pair jointly raped and molested a primary-school-age girl and sexually abused a boy. Willis was also responsible for assaulting two additional children. The court heard that the victims had believed they were the only ones targeted until police investigations connected the cases.

  • Willis admitted to multiple sexual offences, including indecent assault against a third victim, and was found guilty of others, such as rape and indecency with a child against a fourth victim.
  • He was specifically convicted of assaulting a boy, an act which would now be classified as rape.
  • Douglas was convicted by a jury of indecent assault and rape against the girl, plus three further counts of rape relating to the same victim, and indecency with a child involving the boy.

Judge Robert Adams explained that sentencing had to adhere to the legal standards applicable at the time of the offences, given the offenders' ages then. Willis received a 13-year custodial sentence, while Douglas was jailed for 16 years with an additional one-year extended licence period. Both men are required to register as sex offenders for life.

In a poignant victim impact statement read to the court, the female survivor described how the abuse had 'destroyed' her life, stating, 'No child should ever have to live through what they did.' She added that she thinks about the trauma daily but expressed some relief at the justice served, hoping the perpetrators would now experience the fear their victims endured every day.

The investigation was initiated after one victim came forward in 2019, prompting Durham Police to locate and interview the others. This case underscores the importance of historical abuse reporting, as detailed in the BBC News article published on 14 July 2025.
