Offence Summary

Jonathon Kennedy, a convicted sex offender, breached his sexual offences prevention order by downloading private web browsers on his mobile phone while on licence. He received a two-year suspended sentence for the breach.

Full Description

Jonathon Kennedy, 38, from Llandudno Junction, appeared at Caernarfon Crown Court on 15 April 2025, after admitting to breaching his sexual offences prevention order (SOPO) following his release from prison.

Kennedy had been sentenced to 10 years' imprisonment in 2012 at Nottingham Crown Court for 28 serious sexual offences. These included grooming and having sex with multiple children he met online in locations such as Rhyl, Leeds, Stoke, and Nottingham. He was also found in possession of 292 indecent images of children. A former pupil of Rhyl High School, Kennedy was released on licence in 2017 and remained under supervision in 2022.

The breach occurred when, in 2020 while still on licence, Kennedy failed to comply with his sex offenders register notification requirements. Further, during an unplanned police visit to his address on 6 November 2025, officers discovered that he had downloaded the private web browsers TOR and DuckDuckGo on his mobile phone, violating the terms of his SOPO which prohibited such tools to prevent anonymous online activity.

Prosecutor Elen Owen outlined the details of the breach to the court. Defending barrister Gareth Bellis argued that Kennedy had no convictions since 2012 and was acting as a full-time carer for his father, who suffers from serious heart issues. Bellis noted that imprisonment would dramatically change his father's life and highlighted Kennedy's early guilty plea.

Judge Simon Mills acknowledged the gravity of Kennedy's past convictions, describing them as 'really serious sexual offences' that would 'follow you for the rest of your life'. He imposed a two-year suspended sentence, along with 20 days of rehabilitation activity and a 26-session programme requirement. The judge warned Kennedy sternly: 'If you re-offend again in a sexual way, you will be going to prison for a very, very long time indeed.' He also emphasised adherence to notification requirements and the SOPO, stating, 'You must stick, to the letter, to your notification requirements and your SHPO.'

The case was heard at Caernarfon Crown Court, with reporting by Matthew Chandler for the North Wales Pioneer. North Wales Police conducted the investigation leading to the breach discovery.
