Offence Summary

Tony Jackson admitted multiple breaches of a Sexual Harm Prevention Order, including failing to register a new mobile phone, using incognito mode, and deleting internet history, for which he was warned to expect a custodial sentence.

Full Description

Tony Jackson, a 69-year-old resident of Treflan, Llansantffraid in Powys, appeared at Mold Crown Court on Friday, February 23, 2024, where he admitted four charges related to breaches of a Sexual Harm Prevention Order (SHPO) imposed by Swansea Crown Court in July 2018.

The SHPO, which is indefinite, was originally made following Jackson's imprisonment for sexual offences in 2018. The breaches occurred primarily between March 2022 and July 2023, with one additional incident on January 22, 2024. The admitted charges include: failing to register a newly purchased mobile phone within three days; using a device in incognito mode; employing a private internet browser; and failing to make a digital device available to police officers for inspection. A fifth charge, concerning failure to comply with a notification requirement under the 2018 SHPO, was denied, and the prosecution indicated no evidence would be offered.

  • Failing to register a new mobile phone within three days of purchase.
  • Using a device in incognito mode.
  • Using a private internet browser.
  • Failing to make a digital device available to police officers.

Jackson had initially faced these charges at Welshpool Magistrates’ Court, where he did not indicate pleas except for the January 2024 breach involving the deletion of internet history, which he admitted on January 23, 2024. Bail was denied the previous month, and Jackson was remanded in custody, appearing via videolink from HMP Berwyn.

Judge Timothy Petts addressed Jackson during the hearing, stating: “There are multiple breaches of the order but this is your first time in court for breaching it. There have been no further offences since your sentence in July 2018. The fact you have pleaded guilty will make a difference to your sentence. The outcome may very well be a custodial sentence. The sentencing judge may follow an alternate route, but be prepared for custody.” Sentencing is scheduled for March 28, 2024.

The case was reported by Matt Jones for the County Times, highlighting ongoing enforcement of SHPOs by Dyfed-Powys Police to prevent further sexual harm by registered offenders. This incident underscores the strict monitoring applied to individuals subject to such orders in the UK.
