John Rowell, a 55-year-old resident of Shrewsbury in Shropshire, England, was sentenced at Shrewsbury Crown Court for a series of child sex offences involving the facilitation of abuse and possession of indecent images. The case came to light following a police investigation into online activity linked to child exploitation.

In February 2021, authorities became aware of a Facebook account under the username 'Joh.rowell3' that had uploaded category A indecent images of children. This activity followed a messaging exchange with a user located in the Philippines. Police enquiries quickly attributed the account to Rowell, leading officers to his home on Vane Road in Shrewsbury. Although Rowell was at work during the initial visit in April 2021, he agreed to attend the police station voluntarily.

Upon seizing several electronic devices from Rowell's possession, investigators discovered two category A indecent images, along with files indicative of further child abuse material. The devices also contained Facebook Messenger chats with four other users, featuring explicit discussions of child sexual abuse and offers of payment for the sexual abuse of children to be carried out and recorded.

Rowell pleaded guilty to five charges: arranging or facilitating a child sex offence, distributing a category C indecent image of a child, and three counts of making indecent images of children in categories A, B, and C. Simon Parry, prosecuting, detailed the evidence during the court proceedings, highlighting the twisted nature of Rowell's online interactions.

The court heard how Rowell's actions contributed to the exploitation of children abroad, with payments made over the internet to facilitate the abuse in the Philippines.
