Gordon Carse, a 46-year-old resident of Gateshead, faced severe consequences for failing to adhere to his sex offender registration obligations following a prior conviction for indecent images offences in 2024. Initially, Carse had received a suspended sentence for those offences, which came with strict conditions, including the requirement to notify police of any foreign travel at least seven days in advance and to register his passport details. These measures were designed to monitor and mitigate risks posed by registered sex offenders travelling abroad.

In March of the previous year, Carse planned a short three-day holiday to Amsterdam but did not follow the proper procedure. Instead of attending a police station to formally register his travel plans, he merely sent a text message to his risk management officer, claiming he had been advised by a probation officer to notify police the previous April. The officer clearly instructed him to visit the station, but Carse ignored this directive. Additionally, he had renewed his passport but failed to register it with authorities, further compounding the breach. Upon his return to the UK, police questioned him, and Carse admitted to the violations, including two counts of breaching the sex offenders registration requirements and failing to comply with the terms of his suspended sentence.

At Newcastle Crown Court, prosecutor Neil Pallister described the non-compliance as a deliberate failure, stating: "It was a deliberate failure to comply. The Crown submit the breach risked some harm or distress." Judge Tim Gittins, who had previously sentenced Carse for the indecent images offences, emphasised the gravity of the situation. He remarked that Carse had been given "one chance" with the suspended sentence and warned: "Any sex offender travelling abroad poses a risk." The judge activated the suspended sentence, resulting in Carse being locked up for a year. The existing sex offender registration and sexual harm prevention order requirements continue to apply to him.

Defence barrister Sue Hirst argued that the breach was not motivated by any nefarious intent, noting: "He did notify his offender manager by text message for a trip that was due to take place 15 days later... This was not done for any nefarious purpose, he was just going to go on a short trip abroad. He did not go away with a hidden, concealed trip - he was fully open about it." Hirst also explained that Carse was living in shared accommodation and had destroyed his paperwork to keep his conviction private from his housemates, which contributed to his oversight regarding the passport registration. Despite these mitigations, the court deemed the breaches serious enough to warrant immediate custody.

The case was reported by Chronicle Live, highlighting ongoing efforts to enforce compliance among sex offenders in the North East of England. Carse's actions underscore the importance of strict adherence to post-conviction monitoring to protect public safety.
