Offence Summary

Leon Slattery, a 39-year-old homeless man from Burnley, pleaded guilty to failing to comply with his sex offender notification requirements by registering two days late at the police station. This marked his eighth breach, and he was remanded on bail pending sentencing for this and additional offences.

Full Description

Leon Slattery, a 39-year-old man of no fixed address in Burnley, Lancashire, appeared at Blackburn Magistrates' Court charged with failing to comply with the notification requirements imposed upon him as a registered sex offender. The court heard that Slattery, who must register at the police station every seven days due to his homeless status, was required to sign on March 16 but did not attend until March 18, arriving two days late.

Prosecutor Glenn Anderton outlined the details of the breach during the hearing. He explained that upon Slattery's delayed arrival at the police station, the defendant left the premises before an officer could effect an arrest. 'He left before the person manning the desk was able to get a police officer to arrest him,' Mr Anderton stated, emphasising the defendant's awareness of his obligations. This incident represented Slattery's eighth breach of the notification requirements, underscoring his repeated non-compliance despite prior warnings and convictions.

Slattery pleaded guilty to the charge. The court was informed that the original offence leading to his registration status occurred when he was a juvenile. In mitigation, defence solicitor David Leach highlighted Slattery's challenging circumstances, noting his homelessness and chaotic lifestyle as contributing factors to the lapse. 'His client was homeless and had a chaotic lifestyle,' Mr Leach said, seeking leniency on those grounds.

The magistrate remanded Slattery on bail until April 15, when he is scheduled to be sentenced not only for the notification breach but also for two further offences of assault and two counts of shoplifting. The case was reported by the Lancashire Telegraph, with coverage by Magistrates Court Reporter Andrew Bellard, drawing on details from the prosecution and defence presentations at Blackburn Magistrates' Court. Lancashire Police were involved in monitoring Slattery's compliance, as is standard for registered sex offenders in the region.
