Brian Bissell

Brian Bissell, an 82-year-old prominent figure in Tunbridge Wells, Kent, has been sentenced to 16 years in prison for a series of child rape offences committed over 50 years ago. Bissell, known locally as a long-term fundraiser, deputy town crier, and performer in variety shows, abused the trust of a vulnerable child and her family to perpetrate repeated sexual assaults during the 1960s and 1970s.

The offences began when the victim was just 10 years old. Bissell targeted her in various locations, including her own home where he would enter and exit through her bedroom window, his flat in Ravenswood Avenue, his car, and once in an isolated spot in Brokes Wood. Kent Police described how Bissell 'quickly exerted control over a vulnerable child to satisfy his abhorrent desires,' normalising the abuse and instilling fear to ensure her silence. The investigation into these historical crimes commenced in 2018, highlighting the force's commitment to pursuing justice regardless of time elapsed.

Bissell initially denied the allegations. An initial trial at Maidstone Crown Court in 2023 resulted in a hung jury on the counts related to this victim, though he was acquitted of offences against four other alleged victims. A retrial was ordered specifically for the unresolved charges concerning this one victim. In March 2025, the retrial proceeded at the same court, leading to Bissell's conviction on five counts of rape. Sentencing occurred on 17 April 2025, where he received 16 years' imprisonment plus an extended licence period of one year.

Despite his public persona as a gregarious community member involved in youth groups, theatre, charities, and even abseiling down buildings dressed as superheroes for fundraising in 2012 and 2019, Bissell's actions revealed a predatory nature. Detective Constable Hannah Crittenden of Kent Police stated: 'Bissell has clearly demonstrated the threat he poses to children, having committed appalling and repeated offences over many years.' The case underscores the lasting impact of such abuse, with the victim living in fear until Bissell's remand in custody.
