Leon Lewis, a 36-year-old resident of Highgate in Kendal, Cumbria, was sentenced at South Cumbria Magistrates' Court for failing to comply with the notification requirements of the sex offenders register. This breach occurred after his release from prison in August 2024, following a 129-month custodial sentence imposed in April 2019 for causing or inciting a child to engage in sexual activity, as well as making and distributing indecent images of children.

Prosecutor Peter Kelly outlined the details of the offence during the hearing. He explained that between 31 May and 23 July 2024, Lewis failed to inform police of a newly registered KIK messenger account under the username 'Johnny01234321'. 'Cumbria Police were contacted by another law enforcement team,' Mr Kelly stated, noting that officers attended Lewis's property and seized a Samsung mobile phone, which contained nothing untoward. However, a second mobile phone, reported missing in June 2024, had been used to create the KIK account. Mr Kelly emphasised the risks, saying, 'The defendant behaved in an unmonitored way. There was a risk of serious harm.' He further highlighted Lewis's prior conviction, describing him as a 'category one risk' and noting that he had been fully recalled to prison, potentially to serve the remainder of his original sentence.

Lewis admitted the offence at the earliest opportunity. In mitigation, his defence counsel, Lindsey Oldham, argued that the breach was minor and the first of its kind. She stated, 'He did not know what KIK messenger was until I told him. He had a relapse from alcohol at the end of May and does not remember downloading it. However, he accepts this offence.' Ms Oldham requested a short custodial sentence, pointing out that no further offences were evident on the device at the time.

The magistrates acknowledged the potential harm to children as 'valid and concerning', leading them to impose a 30-week custodial sentence to run concurrently with Lewis's licence recall period. Additionally, upon his release, Lewis was ordered to pay a £187 victim surcharge. The case underscores the strict monitoring applied to registered sex offenders in the UK to prevent reoffending and protect vulnerable individuals, particularly children.
