Offence Summary

Graham Manser, a Bromley resident, was previously jailed for attempting to engage in sexual communication with a 13-year-old girl and inciting her to sexual activity. He has now been remanded in custody after pleading guilty to breaching his sexual harm prevention order by contacting underage girls on TikTok.

Full Description

Graham Manser, a 39-year-old father of two from Bromley, south-east London, was initially sentenced to two years and eight months in prison in March 2024 for sexual offences involving a minor. The conviction stemmed from his attempts to engage in sexual communication with a fictitious 13-year-old girl created by paedophile hunters. Manser had been confronted at his family home in Bromley following the exposure of his online interactions.

The original offences occurred in October 2023, when Manser began messaging the decoy profile. Despite the profile immediately stating, 'I’m 13 years old', Manser responded inappropriately with, 'I bet you look cute'. He proceeded to send grooming messages, escalating the conversation to sexual topics and requesting videos of the girl committing a sex act. Upon his arrest at his Bromley home, Manser admitted to messaging someone who claimed to be 13 but told police, 'I thought she was lying and that she could have been 18.' He later pleaded guilty to two counts of attempting to incite a child to engage in sexual activity and attempting to engage in sexual communication with a child.

Following his release from prison, Manser, now residing on Sydenham Road in Croydon, breached the conditions of his sexual harm prevention order. In recent months, police discovered he was in possession of an undeclared mobile phone and had been messaging a person under the age of 16 on TikTok. On 2 February 2025, at Bromley Magistrates’ Court, Manser pleaded guilty to two breaches of the order. District Judge Smith remanded him in custody pending sentencing at Croydon Crown Court. The Metropolitan Police, who investigated the case, confirmed the breaches involved contacting teen girls online, leading to his return to prison.

This case highlights ongoing monitoring of convicted sex offenders in the UK, with Manser’s actions demonstrating repeated attempts to target minors despite prior conviction and restrictions. The court proceedings were reported by News Shopper, based on details from the Metropolitan Police and court records.
