Full Description

Phillip Harris, a 58-year-old man from Merthyr, was sentenced to 15 years in prison at Newport Crown Court on 17 April 2026 for a series of historical sex offences against a child that occurred between 1989 and 1991.

The offences came to light in 2023 when the victim, now in his late 40s, reported them to South Wales Police after confiding in his partner. Harris was arrested, and during a search of his home while in custody, officers seized several devices from which they recovered numerous indecent images, including Category A material. He faced charges including six counts of indecent assault on a boy under 16, five counts of gross indecency with a boy under 14, one count of buggery with a boy under 16, three counts of making indecent images of a child, and possession of an extreme pornographic image of a child.

Harris pleaded guilty to most charges but denied two counts of indecent assault and gross indecency with a boy under 16. Following a trial in March 2026, he was found guilty on those counts. In his victim impact statement, the survivor described feeling 'trapped by the memories and trapped by the constant, gnawing sense of loss', stating that Harris had taken something irreplaceable—his childhood.

In addition to the 15-year custodial sentence, Harris was made subject to a Sexual Harm Prevention Order and required to register as a sex offender. Detective Constable Leah Williams, who led the investigation for South Wales Police, commended the victim's bravery, saying: 'I would like to commend the bravery of the victim in this case who was taken through a difficult trial process by a man who preyed on him as a child. Whilst the trauma of the experience all those years ago remain with him, I hope the justice he now has allows him to take important steps forward in his life. This case demonstrates that it is never too late to report a crime of this nature. We take all reports seriously and investigate them thoroughly, with the aim of securing justice for victims.'
