Offence Summary

He received a 28-month concurrent sentence, avoiding additional jail time.

Full Description

Jake Bull, a 28-year-old sex offender from the Black Country area, has been sentenced for breaching the conditions of the Sex Offenders' Register following his earlier convictions for child sex offences. In 2015, Bull was jailed for an extended sentence of six years and three months after being found guilty of four counts of engaging in sexual activity with a child. As a result, he was placed on the sex offenders register for life, requiring him to notify police of any aliases used, changes in address, and other personal details such as bank card information.

According to reports from StokeonTrentLive and Birmingham Live, Bull flouted these rules prior to his incarceration for an unrelated robbery in May 2022. He masqueraded on Snapchat under the alias 'Joker' without informing authorities, moved from Newcastle Street in Burslem to Zamenhof Grove in Smallthorne without notification, and failed to provide his bank card details to police. Additionally, Bull attempted to pervert the course of justice by offering cash to his former landlord to falsely inform police that he still resided at the original address.

At Stoke-on-Trent Crown Court, Bull admitted to three counts of failing to comply with the notification requirements of the Sex Offenders' Register and one count of doing an act intending to pervert the course of public justice. The court heard that these breaches occurred during a period of chaotic living, where Bull was homeless and abusing the drug known as monkey dust. Judge Sally Hancox acknowledged this context, stating: 'At the time you were living a chaotic lifestyle. You were homeless and using drugs, monkey dust in particular, the cause of so much difficulty for those who use it in North Staffordshire.' She also noted his request to the landlord: 'You made a request of your landlord to provide the police with false information on your behalf indicating that you were still resident at an address when you were clearly not and you had left some time earlier.'

Mitigating, defence barrister Stuart Muldoon highlighted Bull's improved circumstances in prison, describing him as a 'trusted prisoner' and mentor to new inmates. Muldoon argued: 'He is now a trusted prisoner. He is a mentor for new prisoners entering the prison establishment. He said the defendant wants to be a counsellor to help people using drugs on his release. He is a relatively young man. He has an opportunity to come out of prison and become a person that society would welcome, not a person that society would want incarcerated.' Bull, who was already serving a 50-month sentence for a knifepoint robbery, received 28 months for the breaches, to run concurrently with his existing term. This means he will not serve additional time behind bars and is scheduled for release on 13 June 2024.

The case underscores the ongoing challenges in monitoring sex offenders post-conviction, with Bull's repeated breaches highlighting vulnerabilities in compliance enforcement. Staffordshire Police were involved in the investigation, though the prosecuting force aligns with the West Midlands region given the article's Black Country focus.
