John Owen, a Welsh language author, playwright, and drama teacher at Ysgol Gyfun Rhydfelen near Pontypridd in Rhondda Cynon Taf, sexually abused pupils over a number of years, as uncovered by the 2004 Clywch report commissioned by Wales' first children's commissioner. The report investigated his crimes and made recommendations to reduce the risk of future child abuse in educational settings.

Owen was charged with five counts of indecent assault but was found dead in a caravan in Trecco Bay, Porthcawl, Bridgend county, the day before his trial was due to start in 2001, preventing a formal sentencing. The Clywch report, meaning 'listen' in Welsh, identified significant failures in the investigation of his abuse, which whistleblower Lynne Phillips described as a pivotal moment in highlighting safeguarding shortcomings.
