Stephen Benyon, a 49-year-old man from Caldicot in Wales, was involved in multiple incidents of indecent exposure at Theale railway station in Berkshire, England. These offences occurred in 2024 and 2025, targeting women and a 16-year-old girl, and followed his recent removal from the sex offenders register after previous convictions for similar acts in Newport.
The first incident took place on April 16, 2024, at around 10.10pm, when a 40-year-old woman crossing an overbridge near Theale railway station was confronted by Benyon, who was exposing himself and masturbating. Another similar event occurred on September 19, 2024, at the same location, where Benyon exposed himself to another woman and began masturbating. On August 28, 2025, at approximately 9.15pm, Benyon approached a 16-year-old girl at the station, exposed himself, and started masturbating. The same girl from the September 2024 incident reported a further encounter on September 30, 2025, during which Benyon made distressing comments towards her.
Following reports from the victims, British Transport Police launched an extensive investigation. This included reviewing CCTV footage, conducting witness enquiries, and carrying out plain clothes patrols. An initial CCTV appeal after the September 2024 incident generated several leads, but they were ruled out, leading to a temporary closure of the case. The new incidents in 2025 prompted a renewed effort, with detectives conducting further CCTV reviews, nightly plain clothes operations, and showing images to staff and customers at local pubs.
Benyon was arrested on October 22, 2025, after staff at a pub in Church Street recognised him from the circulated CCTV stills and alerted police. Officers arrived in an unmarked vehicle and detained him in the beer garden. Benyon, of Sandy Lane, Caldicot, appeared at Reading Magistrates’ Court on October 24, 2025, where he pleaded guilty to three counts of indecent exposure and one public order offence. He was due to be sentenced at the same court on December 17, 2025.
This was not Benyon's first involvement with such offences. In 2020, he had appeared before Newport Magistrates’ Court, admitting to two charges of exposing himself in Newport in 2018 and 2019. For those crimes, he was placed on the sex offenders register for five years, ordered to complete 120 hours of unpaid work, and required to attend a sex offender rehabilitation programme. Those restrictions had expired earlier in 2025, mere months before the new offences in Berkshire.
Detective Sergeant Antonio Civitillo of British Transport Police commented on the case, stating: “The victims were going about their business as usual when Benyon targeted them for his own perverted sexual gratification — causing them considerable shock and distress.” He emphasised the police's commitment to tackling sexual offences on the railway network and bringing offenders to justice. The investigation was part of Operation Brennabor.
