Stephen Haines, a 63-year-old resident of Huntsmoor Road in Tadley, Hampshire, appeared at Winchester Crown Court on Friday, 16 January 2024, for sentencing after pleading guilty to possessing 171,744 indecent photographs and pseudo-photographs of children across categories A, B, and C. These included both still images and moving videos depicting children as young as six years old being abused, raped, and assaulted.

The case came to light following a police raid on Haines' home on 8 June 2023, during which officers seized several devices containing hundreds of thousands of such images. Haines immediately confessed to the officers, stating, 'I am going to confess, I do have images.' Investigations revealed that he had accumulated the material over a 10-year period using a peer-to-peer sharing network on the dark web, where he had meticulously catalogued and scored the images for his own pleasure. In total, there were 182 images in the most serious Category A, 333 in Category B, and 171,229 in Category C.

During the sentencing hearing, Judge Christopher Parker KC addressed Haines, noting his previous good character prior to the guilty pleas. The judge remarked, 'You looked at an enormous number of images of children being abused, raped and otherwise assaulted. It is certainly a good thing that you have been found out.' He acknowledged Haines' efforts to seek help since his arrest and his attempts to 'change his ways,' but emphasised the gravity of the offence, stating, 'What you were doing is appallingly wrong.'

Haines received a 12-month prison sentence for the Category A images, six months for Category B, and four months for Category C, all to run concurrently and suspended for two years. He was also ordered to complete unpaid work and up to 25 hours of rehabilitation activity. Additionally, a Sexual Harm Prevention Order was imposed for 10 years to restrict his behaviour. Judge Parker warned, 'You need to recognise that you cannot behave in this way. If you offend again, you can expect a very long sentence indeed.'
