Full Description

Dana Mustapha, a 37-year-old Iraqi national, was sentenced to 26 weeks in prison after being convicted of exposure and performing an act outraging public decency at Warrington Magistrates’ Court.

The offences took place on 12 March 2024 in Warrington town centre. Cheshire Police were called at around 2:30pm after witnesses reported seeing Mustapha performing a sex act on himself in an alleyway between Winmarleigh Street and Springfield Street. A woman walked past while he was intentionally exposing his genitals for his own sexual gratification, and he was arrested shortly afterwards.

Mustapha, of Winmarleigh Street near Warrington town centre, had pleaded not guilty but was found guilty after a trial. Magistrates determined that the offences were so serious that only a custodial sentence could be justified, citing his previous convictions for similar offending and the fact that he was out of jail on licence at the time. The offences were committed in a public place during the daytime.

In addition to the prison sentence, Mustapha was ordered to sign the sex offender register and abide by the terms of a sexual harm prevention order, both for a period of seven years. The order includes requirements to wear a GPS ankle tag, not to enter or be within 100 metres of any public park or playground, and not to approach or attempt to engage in direct contact with any lone female not known to him. He was also ordered to pay £650 in costs to the Crown Prosecution Service.

Mustapha has a history of similar offending. He was last jailed in August 2023 at Liverpool Crown Court for breaching his sexual harm prevention order by refusing to keep his GPS tag charged. Prior to that, he received a 48-week custodial sentence in May 2023 following a series of incidents in 2023 that included exposing himself and harassing people in Warrington.
