North Wales Police's Operations Embank and Zirconium targeted child sexual exploitation and trafficking in Denbighshire, focusing on offences in Rhyl from April 2022 to March 2024, reported by three teenage female victims. Mohammad Usman Arshad, 35, of Clifton Grove, Rhyl, faces charges of rape, four offences under Sections 1 and 2 of the Modern Slavery Act, and the supply of Class B drugs. These allegations involve the sexual exploitation and trafficking of minors, linking to a broader network of abuse.

Arshad appeared before Llandudno Magistrates’ Court on 8 August 2025 and was remanded in custody, with his next hearing set for 5 September 2025 at Mold Crown Court. Detective Chief Inspector Rich Sidney commented: “This has been a complex and long-running investigation. We have liaised with the Crown Prosecution Service throughout the process.” Specialist Prosecutor Louisa Robertson from the CPS added: “Criminal proceedings against each individual are now active and that they all have a right to a fair trial.”
