Frank Breen was raided by police after staff at an EE store in Bedford raised concerns over content on a phone he handed in. The search uncovered nearly 4,000 indecent images of children on his devices, along with five pairs of children's underwear found at his home, resulting in a ban on him possessing children's underwear.

Breen pleaded guilty to three charges of downloading indecent images of children and one of possessing indecent images. In July 2021, he was sentenced, with the court noting his 10 prior convictions for 22 offences. Bedfordshire Police acted on the tip-off to prevent further harm.

The restrictions imposed aim to mitigate future risks posed by Breen.
