Jason Collier, a 34-year-old convicted sex offender from no fixed address, appeared at Blackburn Magistrates' Court charged with breaching a sexual harm prevention order. The court heard that Collier had ordered a smartphone to be delivered to an address in Colne without informing the police within the required three-day period following its arrival.

Prosecutor Courtney Thompson outlined the details of the breaches during the hearing. Collier was living at the Colne address at the time of the delivery but failed to register the purchase as mandated by his sexual harm prevention order. Additionally, upon becoming homeless, Collier neglected to sign in at the police station every seven days as required. Specifically, he failed to register his change in circumstances on 23 February.

The court was informed that Collier had previously been due for sentencing on two earlier breaches of notification requirements on 23 April. The latest offences were adjourned to the same date, with Collier remanded on bail pending the hearing. Collier pleaded guilty to the charges of breaching the sexual harm prevention order.
