Carl Wallis, a 38-year-old man from Swindon, was convicted of serious sexual and stalking offences that profoundly impacted his victims. In 2016, Wallis took advantage of a woman who was passed out and unresponsive, raping her without her knowledge or consent. The assault was only discovered six years later when the victim found incriminating video and pictures on a mobile phone, leading to her reporting the crime to Wiltshire Police.
The case proceeded to a three-day trial at Swindon Crown Court, where Wallis was found guilty of rape. On an unspecified date in February 2024, he was sentenced to 10 and a half years in prison. The victim provided a harrowing Victim Personal Statement, describing the devastating effects: 'The day I found the video and pictures on the mobile phone ... I was in total shock. I did not know what to think or feel, I felt completely numb. I could not believe what I had just seen. I felt sick. I feel dirty and humiliated... I will never be free from the monster.' Investigating officer DC Anna McCormack commended the victim's bravery, stating: 'Every sexual assault has a huge impact on victims. In this incident the victim discovered the offence had taken place when she was at her most vulnerable; asleep, and by someone she trusted. I'd like to thank her for her incredible bravery by reporting the offence and giving evidence during this trial. Without her continued assistance, the outcome would not have been possible.'
Separately, between 1 September and 8 October 2023, Wallis committed two counts of stalking against other women by attaching tracking devices to their cars. He pleaded guilty to these offences at Swindon Magistrates' Court on 22 July 2024, resulting in an additional six months added to his existing sentence. Both stalking victims were granted indefinite restraining orders. DC McCormack noted: 'I'd like to commend both victims, who have been left quite distressed by Wallis' action, but have remained strong in seeing this process through to the end. Stalking is a crime which has a profound effect on those experiencing it. This is something Wiltshire Police take seriously and we will respond robustly to reports of fixated, obsessive, unwanted and repeated behaviour which intrusively impacts upon people's lives.'
Following his guilty pleas, on 18 November 2024, Swindon Magistrates' Court granted a stalking protection order to safeguard the victims upon Wallis's eventual release from prison. The order, lasting 20 years, prohibits him from contacting the women, conducting any surveillance on them, or inciting others to do so. Additionally, Wallis is required to inform his offender manager of any new sexual relationships, provide details of any vehicle he drives, and surrender mobile or internet-enabled devices for examination along with passwords if requested. Non-compliance with this order constitutes a criminal offence.
