Full Description

On 3 May 2025, Kamikar Brar, a 66-year-old man from Sutherland Road in London, approached two teenage girls on a stairwell in the Harlequin shopping centre in Watford, Hertfordshire. Intoxicated at the time, Brar initially asked for directions to the bathroom before escalating his behaviour by directing inappropriate questions and sexual comments towards one of the girls, constituting sexual communication with a child.

The girls appeared uncomfortable, prompting a passing member of the public to intervene and ask if Brar was bothering them. Upon confirmation, the member instructed Brar to leave, which he did momentarily. However, Brar soon returned and persisted in his harassment. A second member of the public observed the ongoing incident, leading the victim, her friend, and the member to seek assistance from a shopping centre security officer. Brar followed them during this time.

Security alerted Hertfordshire Constabulary, and officers arrived promptly to arrest Brar on suspicion of the offence. The case was investigated by Detective Constable Clare Lapenna, who commended the victim's resilience throughout the process. Brar later pleaded guilty to one count of engaging in sexual communication with a child.

On 13 November 2025, Brar appeared at St Albans Magistrates’ Court, where he received a five-month custodial sentence. His name was added to the Sex Offenders’ Register for seven years, subjecting him to notification requirements. Upon release, he will be managed by the constabulary’s Public Protection Unit, including regular risk assessments. Detective Constable Lapenna stated: “We are pleased to have brought this case to a conclusion for the young victim, who was simply enjoying a shopping trip with her friend when she was targeted by Brar.” The incident underscores Hertfordshire Constabulary's zero-tolerance approach to sexual offences, as reported on their official website.
