Full Description

A man from Blaina, South Wales, was sentenced at Cardiff Crown Court for a series of assaults and a public exposure incident involving disturbing sexual remarks. Rhys Phillips, aged 22, who was described as a vulnerable adult with learning difficulties and mental health issues requiring 24-hour care, committed the offences against workers from Natures Hand Care and Support, the agency responsible for his support.

The first set of offences occurred on August 6, when Phillips assaulted three care support workers. He spat directly in the face of Jodie Lamkin and then pressed his forehead against the heads of Grant West and Jason Thomas. These actions were charged as three counts of common assault.

On October 13, Phillips escalated his behaviour by stepping out onto the pavement outside his residence, pulling his trousers down to his ankles, and exposing his penis. While in this state, he shouted abusively: 'I’m a paedophile. I like children. I’m going to rape children.' This incident led to charges of using threatening or abusive words or behaviour and exposure. Phillips was in breach of an existing community order for previous offences including affray, common assault, and racially aggravated common assault. Court records indicate he had six prior convictions for 19 offences.

Representing Phillips, barrister Jeffrey Jones argued that his client had no genuine sexual interest in children and that the remarks were a form of attention-seeking, knowing they would provoke a reaction. Jones highlighted Phillips' vulnerabilities, noting his reading age of 11, his habit of swallowing dangerous items like batteries and aftershave, and the constant supervision he requires. Phillips had been remanded in custody at Parc Prison since October 14, where he struggled with the environment, experiencing sleep difficulties due to noise and poor social integration. The court considered but rejected a hospital order as inappropriate.

Judge Hywel James sentenced Phillips to 12 months in prison. Additionally, he was required to register as a sex offender for 10 years and was made subject to a sexual harm prevention order. The case was reported by the South Wales Argus, with Gwent Police declining to release a custody photograph of the defendant, citing factors including potential risks to safety and victims.
