As the chair of governors at Heswall Primary School in Merseyside, Baines held a position of trust within the community, also teaching the recorder to pupils and acting as the school's unofficial photographer.

The case came to light when Baines appeared at Liverpool Crown Court, where he admitted to 11 offences of downloading indecent images. The court heard that his actions had amassed a significant collection of illegal material, betraying the confidence placed in him by the school and its pupils.
