Ricky Seaman, a 32-year-old resident of Tunstead Road in Hoveton, Norfolk, appeared at Norwich Magistrates’ Court where he pleaded guilty to two breaches of his Sexual Harm Prevention Order (SHPO). The breaches occurred during a routine police inspection on December 2, when Seaman denied possessing any electronic devices, but public protection officers discovered an undeclared mobile phone hidden under his bed.

Prosecutors stated that Seaman had failed to register the device as required under his SHPO and had not made it available for inspection. Deputy District Judge Jacqui Appleton described the actions as a “deliberate breach,” noting that Seaman had “knowingly used a device that was unregistered and when questioned had denied knowledge of it.” She committed the case to Norwich Crown Court for sentencing, warning that his original suspended prison sentence could be activated.

Seaman’s prior conviction stemmed from offences committed when he was 28 years old. In February 2025, he was sentenced to a two-year prison term suspended for 24 months and subjected to a 10-year SHPO for three counts of making indecent images of children. Court records revealed that Seaman had used platforms like TikTok to communicate with teenage boys, falsely presenting himself as a 14-year-old girl. He encouraged the boys to send him explicit images and videos of themselves engaging in sexual acts, promising payments in exchange.

Examination of the victims' bank accounts confirmed that the boys received £10 payments for the images they sent, with Seaman instructing them to perform more vigorously for higher rewards. Recorder James Waddington, who sentenced Seaman in the earlier case, acknowledged the seriousness of the offences, stating that Seaman had “exploited” the young boys but opted for a suspended sentence, believing the community would be “better served” by his rehabilitation rather than immediate custody.

In mitigation at the recent hearing, Lucy Brakewell explained that Seaman had inherited the phone from his late father and claimed he had not realised it needed to be registered as a new device. Seaman, who has worked as a boat builder, now faces the possibility of serving his suspended sentence at Norwich Crown Court.
