A paedophile from Gunnislake, Cornwall, has been sentenced to 15 months in prison after police discovered a cache of disturbing material on his device, including extreme pornography and a detailed manual on abusing children.

On 17 October 2024, officers from Devon and Cornwall Police raided the home of Joseph Sullivan, 41, and seized a phone hidden under his bed. Forensic examination revealed 305 Category A indecent images of children, comprising 186 still images and 119 moving images, which depict the most severe forms of child sexual abuse. Additionally, Sullivan possessed a prohibited image of a child, an extreme pornographic image involving intercourse with a pony, and a 170-page PDF document described in court as a 'manual for paedophiles' containing advice and guidance on how to sexually abuse minors.

Prosecutor Ramsay Quaife outlined the findings during the hearing at Truro Crown Court on 30 October 2025. Sullivan had pleaded guilty to making indecent photographs of a child, possessing a prohibited image of a child, possessing an extreme pornographic image, and possessing the paedophile manual. This was not Sullivan's first brush with the law; in 2023, he received a caution for possessing a small number of indecent images, which the judge later described as a missed 'wake-up call'.

Defence representative Lewis Aldous argued that Sullivan's issues stemmed from alcohol problems that lowered his inhibitions, and that he had no intention of acting on the material. Aldous claimed the manual was inadvertently downloaded in a bulk folder and that Sullivan was shocked to find it on his device. He emphasised Sullivan's desire to rehabilitate, return to work, and described the case as a 'huge wake-up call' for the defendant, portraying him as a low risk of reoffending.

However, His Honour Judge Simon Carr rejected these submissions, stating he had never encountered such a manual in his 40 years on the bench. The judge highlighted Sullivan's 'clear and entrenched sexual interest in children', noting that after the 2023 caution, Sullivan had escalated his behaviour by downloading a high volume of Category A images and deliberately acquiring the manual. 'It didn’t just appear in your folder. It was something you deliberately downloaded,' Judge Carr remarked. He concluded that rehabilitation was not currently realistic and that only a custodial sentence was appropriate.

Sullivan was sentenced to 15 months' imprisonment, received a 10-year sexual harm prevention order, and will be on the sex offenders' register for 10 years. The case underscores the ongoing efforts by Devon and Cornwall Police to combat child sexual exploitation through targeted raids and digital forensics.
