Alan Parsons, a 45-year-old resident of Lower High Street in Watford, Hertfordshire, appeared at St Albans Crown Court on Friday, 13 September 2024, where he was sentenced for offences involving the recording of sexual acts with a 16-year-old girl.

The case stemmed from encounters that began in December 2023 at Shots pool bar in Watford, where Parsons met the victim, who falsely claimed to be 19 years old, while he misrepresented his age as being in his 20s. Their interactions continued through messages, leading to further meetings. On 19 January 2024, Parsons picked up the girl from her home, advising her on how to leave without her parents' knowledge despite her upcoming college commitments. He supplied her with Class A drugs, which she had a history of using, and encouraged her to consume them, though without force.

Upon arriving at his home, ostensibly for a brief visit to see his pet rabbit, Parsons engaged in sexual intercourse with the girl and recorded the act using images and videos. These materials included content across all three levels of severity for indecent images of children. It is noteworthy that sexual activity with a 16- or 17-year-old is not unlawful in the UK, but the production of indecent images carries strict liability, meaning lack of intent regarding the victim's age is not a defence.

The girl's friends, concerned about her intoxicated state during the night, contacted Hertfordshire Police. Officers tracked Parsons' vehicle and located the pair in the car on Beechen Grove in Watford. Parsons' phone, which contained the illicit images alongside albums of adult ex-partners, was seized and later forfeited for destruction.

Parsons pleaded guilty at the earliest opportunity to three counts of taking indecent images of a child. In mitigation, his defence, represented by Ms Carter, argued that he genuinely believed the victim was 19 based on her statements, their meeting place's age restrictions, and suggestive messages. Described as a father of four, including children aged 23 and five, Parsons expressed genuine remorse. The ordeal had led to verbal and physical abuse and social ostracisation following initial reports.

Judge Andrew Johnson described the case as 'very difficult' and complicated, noting 'very serious concerns' from additional information not presented by the Crown. He imposed a two-year custodial sentence, suspended for two years, along with 30 days of rehabilitation activity requirement. No sexual harm prevention order was made, but an indefinite restraining order was granted due to the 'immense' impact on the victim. The judge emphasised that the sentence was based solely on the admitted charges, stating: 'This is a very difficult case for me to pass sentence on. There is much in the written material that has been put before me that could suggest that what occurred on January 19, 2024, was of many orders of magnitude more serious than the offending that you have admitted.'

The victim, who attended court with her mother but left during the description of events, provided an impact statement read aloud. It detailed lasting psychological effects, including her withdrawal from college, disgust at the recordings (which she could not recall due to drug influence), and a sense of naivety in initially viewing Parsons as a potential friend. Motivated by protecting her younger sister, she supported the police investigation. She appeared visibly upset at the sentencing outcome, while Parsons seemed relieved.
