Offence Summary

Jeffrey Davies, a former South Wales Police detective, was jailed for 18 years after being convicted of raping two vulnerable women in 2002 and 2003, abusing his position of trust as an officer.

Full Description

Jeffrey Davies, a 45-year-old former detective with South Wales Police from Aberdare, was sentenced to 18 years in prison at Cardiff Crown Court following his conviction for the rape of two women. The offences occurred in 2002 and 2003 while Davies was serving in the Rhondda Valley. The court heard that Davies exploited his role as a police officer to target vulnerable women, demonstrating a profound betrayal of public trust.

In the first incident in 2002, Davies raped a woman on the Bwlch mountain in Rhondda Cynon Taff. He had met the victim through his police work and deceived her by claiming he was taking her to a police station. Instead, he drove her to the isolated, dark mountain location where he assaulted her, telling her during the attack that it 'would make her feel better'. The second rape took place a year later in 2003, when Davies attacked another woman in her own home.

Prosecutor Susan Ferrier highlighted that both victims endured their trauma in silence for over a decade, fearing they would not be believed due to Davies's position of authority. They only came forward after learning of his 2013 conviction and imprisonment for separate sexual assaults on other women, which gave them the courage to report their experiences. Davies was dismissed from South Wales Police in 2013 following those earlier convictions.

His Honour Judge Jonathan Furness QC, during sentencing, remarked that Davies had shown 'no shred of remorse' and appeared to believe he was 'untouchable' in his actions. The judge emphasised the severity of the breaches of trust committed by the former officer. Davies will serve half of his 18-year sentence in custody before being released on licence, and he has been banned from working with children.

The investigation into the rapes was conducted by South Wales Police and managed by the Independent Police Complaints Commission (IPCC). IPCC Commissioner for Wales, Jan Williams, described Davies as a 'sex offender hiding within the police' who 'committed fundamental breaches of the trust placed in him as a serving officer'. Chief Superintendent Dorian Lloyd, head of South Wales Police's professional standards department, added that Davies 'occupied a position of great trust within the community he served, but he betrayed that trust with his criminal behaviour'. The conviction was reported by BBC News on 9 June 2016.
