Offence Summary

Clifford Taylor sent videos of himself masturbating to a nine-year-old boy and requested naked photographs from the child, leading to his conviction for sexually communicating with a child.

Full Description

Clifford Taylor, a 40-year-old former yacht club manager from Penarth, Wales, was sentenced at Cardiff Crown Court for engaging in sexual communication with a nine-year-old boy. The offences occurred in March 2020 during the Covid-19 pandemic, a period when Taylor admitted to feeling isolated and consuming excessive alcohol.

The court heard that Taylor, who had previously worked as a general manager at Penarth Yacht Club and volunteered with the RNLI, sent explicit videos of himself masturbating to the young victim. He also solicited naked photographs from the boy and instructed him not to inform his mother about their conversations. Despite the clear evidence, including photographs exchanged that confirmed the boy's age, Taylor denied the charges throughout the trial and maintained his innocence even after the guilty verdicts on two counts of sexually communicating with a child.

Sentencing Recorder Greg Bull KC described Taylor's actions as those of a 'sexual predator', noting his lack of empathy for the victim, who now requires counselling as a result of the trauma. The judge highlighted Taylor's awareness of the boy's age from the outset, stating: 'I am wholly satisfied you knew full well from the moment you began communicating with him he was a child. The photographs that were exchanged to you from him made it perfectly plain, the body of a nine-year-old boy would have wholly different to an adult man.' Bull also referenced Taylor's prior conviction for blackmail, where he extorted €12,000 from an adult man he had sex with by threatening to distribute intimate images to the man's wife, illustrating a pattern of using sex to entrap and exploit others.

In mitigation, Taylor's defence pointed to his Irish origins and the isolating effects of the pandemic, but the court was unmoved. Taylor, residing on Esplanade in Penarth, received a total sentence of 30 months' imprisonment. Additionally, he was made subject to a Sexual Harm Prevention Order and indefinite sex offender notification requirements. The case was reported by Wales Online on 19 December 2022, based on proceedings at Cardiff Crown Court.
