Thomas Gwilliam-Carter, a 39-year-old electrician from Leominster, Herefordshire, has been sentenced to 15 years and nine months in prison for the rape of a child under 13 and multiple counts of producing and distributing indecent images of children. The case, investigated by the National Crime Agency (NCA) in collaboration with the FBI, came to light after abuse images posted by Gwilliam-Carter were discovered on devices belonging to a suspect in the United States.

According to NCA investigators, Gwilliam-Carter used an online pseudonym to communicate with other paedophiles via an encrypted chat application. Logs from these chats revealed that he explicitly planned to drug and sexually assault a child. Following through on his intentions, Gwilliam-Carter drugged the young girl victim and raped her, capturing the horrific attack on video. He then shared these videos online, admitting during his police interview that he had drugged the victim to facilitate the assault.

On 1 October 2022, NCA agents raided Gwilliam-Carter's home at Caswell Road in Leominster, seizing his mobile phone. Forensic examination of the device uncovered 3,651 indecent images of children, including material categorised as the most serious type of child sexual abuse imagery. The discovery underscored the scale of his involvement in the distribution of such content to like-minded individuals.

Gwilliam-Carter appeared at Worcester Crown Court on 7 November 2022, where he pleaded guilty to one count of rape of a child under 13, three charges of making indecent images of children, and five counts of distributing illegal images. Sentencing occurred on Thursday, 8 December 2022, with the judge imposing a custodial term of 15 years and nine months. Additionally, Gwilliam-Carter was placed on the sex offenders' register for life, ensuring lifelong monitoring upon any future release.

Phil Eccles, operations manager at the NCA, commented on the case: 'Gwilliam-Carter inflicted the most terrible abuse on a young girl and distributed videos he’d made of it online, all for his and other paedophiles’ pleasure.' He emphasised the global nature of child sexual abuse, stating: 'Child sexual abuse is a global threat and this case highlights why the NCA’s close co-operation with international partners is so vital in tackling it. We also work tirelessly to protect those affected by child sexual abuse and disrupt offenders who pose a sexual threat to children, ensuring they face justice.' The NCA's partnership with the FBI was pivotal in identifying and apprehending Gwilliam-Carter, demonstrating the importance of cross-border efforts in combating online child exploitation.
