Full Description

Cailem Hackett, a 29-year-old resident of Park Road in Clayton-le-Moors, Lancashire, appeared at Blackburn Magistrates' Court where he pleaded guilty to failing to comply with notification requirements under the Sexual Offences Act.

Hackett had been subject to a 10-year notification period following his 2023 conviction for sexual communication with a child, an offence that resulted in his initial imprisonment. Upon release, he duly registered his address in Rishton, but subsequently moved without informing the authorities. Police officers visited the Rishton address and were informed by his ex-partner that he no longer resided there. The ex-partner confirmed to officers that she had repeatedly urged Hackett to update his registration details, but he ignored her advice.

Prosecutor Maya Kilner outlined the case, stating: "Officers attended the Rishton address and were told he no longer lived there. His ex-partner told police she had told the defendant to register his new address with the police on numerous occasions." This breach marked Hackett's prior convictions for similar failures, including non-compliance with registration requirements and a breach of a sexual harm prevention order.

In mitigation, Gareth Price argued that Hackett had initially registered properly at the Rishton address and accepted his oversight. Price noted: "He accepts he ignored the advice given to him by his ex-partner to register his new address. He is subject to this order for a long time, and he would benefit from some assistance from the Probation Service to help him comply."

The court imposed a sentence of nine months' imprisonment, suspended for 12 months, along with a 35-day rehabilitation activity requirement. Hackett was also ordered to pay £85 in costs and a £187 victim surcharge. The case was heard at Blackburn Magistrates' Court, with reporting by Andrew Bellard for the Lancashire Telegraph.
