Paul Withnell, a 74-year-old resident of Broad Street in Presteigne, Powys, was sentenced to 21 years in prison at Cardiff Crown Court for a series of historic child sex offences dating back to the 1980s. The offences, which occurred between 1981 and 1990 when Withnell was aged between 30 and 39, involved the sexual abuse of a young girl. Following an eight-day trial, he was found guilty of four counts of rape of a girl under 16, six counts of gross indecency with a girl under 14, and eight counts of indecent assault of a girl under 16. Withnell had admitted to creating indecent images of a child but denied the other charges.

Prosecutor Nigel Fryer detailed during the sentencing hearing how police discovered 132 explicit photographs of the victim in Withnell's possession, images he had retained for several decades. The judge noted that Withnell had 'little choice' but to confess to that particular crime. In a victim impact statement read in court, the survivor described the profound and lasting effects of the abuse: 'I've been left with lasting trauma and flashbacks. My innocence was ruined far too young and I was forced to live in a world for adults when I was too young. My sleep has always been very disrupted and my health has been affected. At times over the years I have become obsessive with my eating and over the last 11 months I have lost a lot of weight.'

Defence counsel Hywel Davies highlighted Withnell's lack of prior convictions and his ongoing health issues, stating that 'It's questionable whether he will ever be eligible for release.' However, Judge Eugene Egan addressed Withnell directly, condemning his actions: 'You caused unspeakable hardship, misery and upset and decades of emotional pain. Not one single shred of remorse has been shown by you.' The sentence required Withnell to serve two-thirds of the 21-year term behind bars.

Withnell was incarcerated at HMP Parc, a category B prison in Bridgend operated by G4S, on 16 January 2026. Tragically, he passed away at the facility on 5 February 2026, less than three weeks into his sentence. A spokesperson for G4S confirmed the death, noting that 'as with all deaths in custody this will be investigated by the Prisons and Probation Ombudsman, and the cause of death is for the coroner to determine.' Following the sentencing, Detective Inspector Christine Beaton of Dyfed-Powys Police commended the victim's bravery in reporting the crimes after so many years, emphasising the force's commitment to pursuing justice in such cases regardless of when they occurred.
