A convicted sex offender from Oxford has been returned to prison after breaching his notification requirements just days after his release. Wilfred Mosira, 37, of Owens Way, Cowley, was released from HMP Bullingdon near Bicester on Friday, 23 June 2023. As a registered sex offender, he was legally obliged to inform Thames Valley Police of his new address within three calendar days of moving.

However, Oxford Magistrates’ Court heard on Thursday, 29 June 2023, that Mosira mistakenly believed the requirement referred to three working days rather than calendar days. His advocate, Charlie Moss, explained that having been released on a Friday, Mosira thought he had until the following Wednesday to register at the police station. In reality, the deadline was Monday, 26 June 2023, and he failed to comply.

On Tuesday, 27 June 2023, police were called to a Co-op store in Abingdon after Mosira became involved in an argument with a member of staff when his bank card was declined. Prosecutor Liz Tweed told the court that the defendant 'pushed' the store assistant during the incident. Officers found Mosira outside the shop, arrested him, and held him in custody until his court appearance.

Mosira pleaded guilty to breaching sex offender notification requirements and common assault. Chairman of the bench Jon Kearsey sentenced him to four weeks' imprisonment, noting that Mosira had received a month's jail term earlier in 2023 for the same notification offence. He was also ordered to pay £50 in compensation to the victim.
