John Richards, a 47-year-old registered sex offender previously from Northampton, appeared at Norwich Magistrates' Court charged with serious breaches of his post-release conditions. At the time of the offences, Richards was homeless and living in a tent in Great Yarmouth, Norfolk. Despite being bound by multiple restrictions following his prior imprisonment, including a Sexual Harm Prevention Order (SHPO), he engaged in prohibited behaviour that endangered a child.

Between 8 September and 24 September 2024, Richards intentionally attempted to communicate with a 13-year-old girl for his sexual gratification, an act that directly violated the terms of his SHPO. The SHPO, imposed to prevent further sexual harm, required him to adhere to strict guidelines and submit to regular unannounced police visits. By failing to comply and initiating contact with the minor, Richards demonstrated a blatant disregard for these protective measures.

During the court hearing, Richards pleaded guilty to both the attempted communication charge and the breach of the SHPO. Magistrates determined that the gravity of his offences exceeded their sentencing powers, leading to his committal to Norwich Crown Court for full sentencing on 8 December 2024. No application for bail was made, and Richards was remanded in custody, remaining in prison until his next court date.
