Offence Summary

Chrissena Lamar, a convicted child sex offender, breached a Sexual Harm Prevention Order by failing to register annually with police and could face further imprisonment following a court hearing.

Full Description

A child sex offender from Dover, Kent, faces the possibility of returning to prison after admitting to breaching a court order imposed following a previous conviction for sexual activity with a child under 14.

Chrissena Lamar, aged 69, was originally sentenced in 2017 to one year in jail for the sexual offence. Upon release, Lamar was placed on the sex offenders’ register and subjected to a Sexual Harm Prevention Order (SHPO), which required annual sign-ins at a police station. The order was designed to monitor and prevent further harm from individuals convicted of sexual offences.

On March 28, 2024, Lamar failed to comply with the notification requirements by not checking in with officers in Dover. This breach was not the first; previously, Lamar had been found in possession of a mobile phone without informing the police, violating the strict conditions of the SHPO. The incident came to light during routine monitoring by Kent Police.

During a hearing at Folkestone Magistrates’ Court on July 31, 2024, Lamar admitted the offence. Referring to the defendant as 'she', solicitor James Langridge explained that Lamar identifies as a woman, despite being listed as male on court documents. Langridge highlighted Lamar’s mental health issues, noting a recent hospital stay, and suggested a fine as an appropriate resolution rather than custody.

Deputy District Judge Claire Luxford deferred sentencing, ordering a pre-sentence report from probation services. She emphasised the seriousness of the breach, stating: “This offence is aggravated by your previous convictions and I order an all-options report on you, which will include the option of being sentenced at Canterbury Crown Court.” All sentencing options, including imprisonment, remain under consideration.

Lamar, residing on Park Street in Dover, was granted bail and is scheduled to appear next at Canterbury Crown Court on October 3, 2024. The case underscores the ongoing enforcement of post-conviction measures for sex offenders in the UK, as reported by KentOnline.
