A convicted sex offender from Warrington has been imprisoned for violating his sexual harm prevention order by appearing drunk in a prohibited public area. Kim Rampley, aged 69 and of no fixed address but previously residing on Grange Avenue in Latchford, appeared before Warrington Magistrates' Court on Monday, March 21, 2022, where he admitted to breaching his indefinite sexual harm prevention order (SHPO).
Rampley's history with sexual offences dates back to May 2006, when he was handed a sexual offence prevention order at Manchester Crown Court following a conviction for sexually assaulting a woman. This order was later replaced by an indefinite SHPO in June 2015 to further restrict his activities and protect the public. Despite these measures, Rampley has demonstrated repeated non-compliance, with this latest breach marking more than a dozen violations of the court-imposed restrictions.
The incident that led to his most recent sentencing occurred on March 18, 2022, just one day before his birthday. Rampley was found intoxicated in Warrington Bus Interchange, a location explicitly barred to him under the terms of his SHPO due to the risk of public safety concerns linked to his offending history. The order prohibits him from being drunk in the bus station, a condition designed to prevent situations that could endanger others.
Magistrates at Warrington Magistrates' Court sentenced Rampley to 20 weeks in custody for the breach. This custodial term underscores the seriousness with which the court views his persistent disregard for legal protections intended to safeguard the community.
Rampley's prior breaches highlight a pattern of behaviour. Notably, in October 2007, he was jailed for two years after harassing five females, including two 13-year-old girls in school uniforms, in Warrington within an hour of his release from prison. During that sentence at HMP Walton, he wrote a letter to the prison magazine Inside Time , complaining about limited trainspotting opportunities and sharing a guide to his favourite prisons for the hobby. More recently, in September 2021, he received a 30-week prison sentence for another breach at the same bus interchange, where he was observed drunkenly staggering around and soiling himself after being denied entry to a bus service.
