He failed to return to approved premises in Carlisle on September 9, 2019, prompting Lancashire Police to issue an appeal for information and place him on prison recall.

Dickson was previously sentenced to four years in prison at Liverpool Crown Court in 2011 for the offence of sexual assault. Following his release, he was subject to strict notification requirements as a registered sex offender, including the obligation to reside at approved premises. His non-compliance with these conditions has raised concerns among authorities, leading to the current manhunt.

Detective Sergeant Angela Grey from Blackpool Police stated: 'Dickson is wanted by police after breaching his sex offender notification requirements. We would encourage anyone who has seen him to come forward.' The police have described Dickson as a white male, standing at 6ft 2in tall, with a small scar on his hairline and another scar on his arm from a tattoo removal procedure. He is known to have connections in the Blackpool, Cumbria, and Liverpool areas.
