Offence Summary

Edward Pagdin, a high-risk sex offender, repeatedly breached his sexual offences prevention order by having avoidable and unnecessary contact with three girls under 16 on multiple occasions in Hereford between October 2023 and October 2025. He was sentenced to an eight-month prison term, suspended for 24 months, and ordered to pay costs and a victim surcharge.

Full Description

Edward Pagdin, a 76-year-old resident of Priors Walk in Hereford, appeared before magistrates for sentencing in November after pleading guilty to breaching a sexual offences prevention order (SOPO). The order, imposed by Worcester Crown Court in November 2008, prohibited him from having contact with young girls due to his status as a high-risk sex offender.

Prosecutor Gemma Vernon-Henshaw informed the court that between 16 October 2023 and 16 October 2025, Pagdin had engaged in avoidable and unnecessary contact with three girls aged under 16 on multiple occasions in Hereford, directly violating the terms of the SOPO. This breach was described as persistent and repeated over a two-year period, exacerbating concerns given his prior offending history and the probation service's assessment of him as a high-risk individual.

Magistrates determined that the seriousness of the offence, combined with Pagdin's history, warranted a custodial sentence. He received an eight-month prison sentence, suspended for 24 months. In addition, Pagdin was ordered to pay £85 in prosecution costs and a £187 victim surcharge.

The case was heard at Hereford Magistrates' Court, highlighting ongoing efforts to enforce protective orders against sex offenders in the community. As reported by the Hereford Times, this incident underscores the challenges in monitoring compliance with such restrictions.
