Ryan Murray-Land, a 36-year-old homeless man and convicted sex offender from Powys, appeared at Llandrindod Wells Magistrates’ Court where he admitted breaching the notification requirements of the sex offender’s register. The incident occurred on 21 October, when Murray-Land failed to attend either Llandrindod Wells Police Station or Brecon Police Station as required every seven days to update his current place of residence with the offender management unit.

Murray-Land is subject to a 10-year order placing him on the sex offender’s register, stemming from previous convictions. In March 2022, he was imprisoned for 18 months after breaching a sexual harm prevention order, as confirmed by prosecutor James Sprunks during the hearing. Earlier this year, Murray-Land was additionally convicted of making an indecent photograph of a child, further evidencing his involvement in sexual offences.

In addition to the register breach, Murray-Land admitted four other charges related to an incident on 17 October in Llandrindod Wells. He rode an E-bike on High Street despite being disqualified from driving, and did so without insurance or protective headgear. He also failed to provide a specimen for analysis when required by police. These admissions were made before magistrates, who deemed the case serious enough to refer it to Merthyr Tydfil Crown Court for sentencing on 9 December.

The case highlights ongoing challenges in monitoring sex offenders, particularly those without a fixed abode. Prosecutor James Sprunks noted Murray-Land’s history, stating, 'The defendant was imprisoned in March 2022 for 18 months after breaching a sexual harm prevention order.'
