Offence Summary

Philip Walters, a 72-year-old pensioner from Todmorden, attempted to meet a decoy posing as a 13-year-old girl online to take explicit naked photographs and engage in sexual activity, while possessing indecent images of young children on his devices.

Full Description

Philip Walters, a 72-year-old pensioner from Longfield Way, Todmorden in Calderdale, West Yorkshire, was sentenced to 30 months in prison after engaging in online sexual communication with what he believed to be a 13-year-old girl. The profile was actually operated by an undercover West Yorkshire Police officer as part of an operation targeting online sex offences.

In April 2023, Walters initiated contact with the decoy in an online chat room. Despite being informed that the profile belonged to a 13-year-old, he quickly escalated the conversation to sexual topics. Prosecutor Ella Embleton-Brown told Bradford Crown Court that Walters claimed to do 'female portraits and sexy photo shoots' and discussed taking explicit naked photographs. He asked the decoy to masturbate, sent a selfie expressing that he felt 'horny', and suggested deleting their messages to avoid detection. Walters persisted in arranging a meeting despite repeated reminders of the decoy's age.

Police linked Walters' email to his Skype account and arrested him at his home on 25 May 2023. A forensic examination of his mobile phone and desktop computer uncovered two Category A indecent images of children—the most serious category—one Category B image, and two Category C images, with the youngest child depicted being just six years old. Some images showed children in discernible pain or distress. Additional extreme pornographic images were found, along with evidence that Walters had messaged three other females aged 15. His internet history included searches for underage sex sites, indicating a long-standing interest in children, as stated by Mrs Embleton-Brown.

Walters pleaded guilty to attempting to engage in sexual communication with a child, attempting to cause a female under 13 to engage in sexual activity, and three counts of making indecent images. In mitigation, his barrister Jayne Beckett noted that Walters had minimised his behaviour due to shame, expressed remorse, apologised to the court, and was attempting to change. However, His Honour Judge Ahmed Nadim described the offending as 'deeply troubling', stating: 'Over a period of days you pursued this child with a sick, calculated sexual interest. You targeted someone you thought was a 13-year-old child. Your communication was not a single foolish mistake. It was repeated, demonstrating a fixated intention to sexually engage with a child.' The judge also condemned the indecent images: 'Some of these images involved very young children, their innocence brutally stolen to satisfy the desires of people like you.'

In addition to the 30-month custodial sentence, Judge Nadim imposed a 10-year Sexual Harm Prevention Order, required Walters to register as a sex offender for life, and ordered the forfeiture and destruction of his phone and computer. The case was reported by The Telegraph & Argus, with details from the court proceedings at Bradford Crown Court.
