A former police officer from Lincolnshire has been imprisoned for grossly abusing his authority by initiating sexual relationships with vulnerable women he met during his duties. Shaun Wheeler, aged 56, who previously served as a constable with Lincolnshire Police, admitted to two counts of misconduct in a public office at Nottingham Crown Court. His actions, described by investigators as an 'appalling abuse of power', involved exploiting his role to pursue intimate encounters, leading to a 20-month custodial sentence.
The primary incident centred on a woman who had reported harassment and abuse from her ex-partner to Lincolnshire Police. Wheeler, based at the Boston station, was dispatched to her home to take a formal statement. During this official visit, he engaged in sexual activity with her, crossing professional boundaries in a blatant misuse of his position. The Independent Office for Police Conduct (IOPC), which led the investigation, revealed that Wheeler had sent over 3,000 messages to the woman, fostering an intimate relationship that continued for several weeks. Further sexual contact occurred when he returned to her address under the pretence of conducting a vulnerability assessment, despite her disclosed suicidal thoughts.
Post-incident, Wheeler escalated his behaviour by sending explicit videos and photographs of himself to the victim. In a poignant victim impact statement read at court, the woman expressed the profound betrayal she felt: 'I was taken advantage of and now all I am left with are these emotional scars.' She continued, 'I used to feel safe seeing a police officer but I never think that now. He used me for his own sexual gain when he should have been in a role protecting people.' This testimony underscored the lasting psychological harm inflicted by Wheeler's actions.
Investigations uncovered additional misconduct. Wheeler sent sexually inappropriate messages to another woman he encountered while on duty. Moreover, after resigning from the force in 2019 amid suspension, he volunteered at a mental health support group for young adults, where he allegedly sent sexual messages to a vulnerable female participant. These patterns of behaviour highlighted a repeated exploitation of trust and vulnerability for sexual gratification.
Deputy Chief Constable Julia Debenham of Lincolnshire Police condemned Wheeler's conduct, stating it 'goes against everything the police stands for' and branding him 'a disgrace to the uniform.' IOPC regional director Derrick Campbell echoed this, describing the case as involving 'the most serious abuse of power for sexual gain by then PC Wheeler.' The sentencing at Nottingham Crown Court serves as a stark reminder of the consequences for those who betray public trust in such a profound manner.
