Offence Summary

Mohammed Gulsar Yousaf, a registered sex offender, was jailed for failing to notify police of his new address as required under the Sexual Offences Act and for stealing electric toothbrushes from a shop in Bradford.

Full Description

Mohammed Gulsar Yousaf, a 49-year-old man from Bradford, appeared before Bradford and Keighley Magistrates’ Court on October 14, 2024, where he was sentenced to a total of 12 weeks in prison for breaching his sex offender notification requirements and committing theft.

The court heard that Yousaf, who is subject to the notification requirements of the Sexual Offences Act 2003 due to a prior conviction for sexual offences, failed to inform police of his new address within the mandatory three-day period following his release in May 2022. This breach was described in court documents as a flagrant disregard for court orders, particularly given his history of previous offending. In addition to the notification failure, Yousaf pleaded guilty to theft after stealing three Oral B electric toothbrushes, valued at £300, from Boots in The Broadway Shopping Centre in Bradford on March 15, 2022.

Magistrates deemed the offences serious enough to warrant immediate custody, emphasising the aggravation caused by Yousaf's prior record. Alongside the 12-week jail term, he was ordered to pay a £154 victim surcharge to fund services for those affected by crime. The case was reported by Jo Winrow for The Telegraph & Argus, highlighting ongoing efforts to enforce compliance among registered sex offenders in the Bradford area.

West Yorkshire Police, responsible for the region, continue to monitor such requirements to protect the public, though specific details of Yousaf's original sexual offence were not disclosed in the proceedings.
