Full Description

Dominic Noonan, a notorious gangland figure from Manchester, was convicted in May 2018 of 13 historical sex offences committed against four boys as young as 10 over several decades. The offences included eight counts of indecent assault, one count of attempted rape, two counts of inciting a child into sexual activity, one count of sexual assault, and one count of engaging in sexual activity in the presence of a child. Prosecutors alleged that Noonan groomed and sexually assaulted the young boys by plying them with drink and drugs, trading on his reputation and notoriety in Manchester's criminal underworld to facilitate the abuse.

At Manchester Crown Court, the sentencing judge, His Honour Judge Martin Rudland, described Noonan as someone who was 'clearly determined to seek sexual gratification where and when you wanted it', surrounding himself with teenage boys by providing them with food, drink, drugs, occasional employment, and a sense of belonging to his entourage. The judge noted that Noonan's behaviour was 'entrenched' and not necessarily curbed by age or infirmity. Following the conviction, Noonan was made subject to a Sexual Harm Prevention Order and strict licence conditions upon release, aimed at preventing further offending.

Noonan, who also goes by the name Domenyk Lattlay-Fottfoy, denied all charges during the trial. In a statement to the Manchester Evening News after his early release, he claimed: 'Clearly I'm innocent of all the charges brought against me. I'm going back with this to the Criminal Cases Review Commission (CCRC). Anyone who did this should go to jail but there are so many mistakes in the evidence.' The case was prosecuted by Greater Manchester Police, highlighting Noonan's long history of criminal activity, including prior convictions for arson, blackmail, perverting the course of justice, and firearms offences.

The offences spanned decades, demonstrating a pattern of sexual exploitation linked to Noonan's criminal lifestyle. He was already serving an 11-year sentence from 2015 for non-sexual crimes when convicted of these sex offences, resulting in a combined custodial term. Sources from the Ministry of Justice and HM Prison and Probation Service confirmed that while the early release scheme under SDS40 generally excludes sex offenders, it applied in Noonan's case due to discounting for his concurrent non-sex sentences.
