A former children's social worker from Darlington has been struck off the social care register following convictions for child sexual abuse committed in the United States over two decades ago.

Dwight McGuire, a US national, was working as a children's social worker for Darlington Council when his past offences came to light in 2007. The abuse occurred between December 1988 and 1989 while McGuire was living with the victim's family in Greene County, Ohio. Over the course of a year, he sexually assaulted the then six-year-old girl and indecently exposed himself to her on several occasions. The victim, deeply distressed by the experiences, delayed reporting the incidents to the police until 2007, nearly 20 years later.

A General Social Care Council (GSCC) conduct committee investigated the matter and found that McGuire's actions constituted serious misconduct. In April 2009, McGuire pleaded guilty to gross sexual imposition in Greene County, Ohio, and was sentenced to one year in prison. The GSCC hearing, held in London, noted that McGuire was not present. The committee highlighted the gravity of the offences, stating that sexual abuse of children is 'particularly serious, especially so when the registrant is in a position of trust'. Despite considering McGuire's guilty plea, expressions of remorse, and the counselling he underwent shortly after the events, the committee determined that removal from the register was the only appropriate sanction to maintain public confidence in social care services.

Darlington Council responded swiftly upon learning of the charges, terminating McGuire's employment. A council spokesperson stated: 'Once we were aware of the charges against Mr McGuire, his employment by Darlington Council ceased. We also spoke to all of the families he had been working with and none of them raised any issues or concerns.' This case underscores the importance of robust safeguarding measures in social work, ensuring that individuals in positions of trust are held accountable for past actions that could endanger vulnerable children.
