Offence Summary

Oslen Kelman was sentenced to four years in prison after being found guilty of raping a woman in a motorway service station toilet in Horsham during the early 1990s.

Full Description

Oslen Kelman, a 64-year-old man from Lambert Road in Lambeth, London, was sentenced to four years' imprisonment at Lewes Crown Court for a rape committed in the early 1990s.

The offence occurred at a motorway service station in Horsham, West Sussex, where Kelman raped a woman in her 50s whom he knew, inside a toilet facility. The victim reported that this was one of multiple instances of rape by Kelman over a sustained period during that time. The allegations came to light decades later when the victim reported the crimes to Sussex Police.

Following the report, Sussex Police provided the victim with specialist support throughout the investigation and judicial process. Kelman was arrested and charged with three counts of rape. His initial trial at Lewes Crown Court in March 2025 resulted in a hung jury. A retrial commenced, and on 28 November 2025, Kelman was found guilty of one count of rape related to the Horsham incident, while being acquitted of the two other counts.

Sentencing took place on 30 January 2026 at the same court, where Judge [name not specified] imposed a four-year custodial sentence. Detective Constable Gemma Nickols of Sussex Police commended the victim's courage, stating: 'I would like to thank the victim in this investigation for the courage and determination she has shown to report Oslen Kelman’s offending to us and help hold him accountable for his crimes. Thanks to her strength, Kelman is now rightly behind bars having faced justice.' The force reiterated its commitment to supporting victims of sexual offences, regardless of when they occurred.

The case was prosecuted by Sussex Police, highlighting their dedication to pursuing historical sexual offences. Kelman, originally from London, had no further details on prior convictions mentioned in the proceedings.
