Full Description

On Christmas Day 1997, Stephen Ling subjected 29-year-old Joanne Tulip to horrifying violence at his home in Stamfordham, Northumberland. Ling raped her and stabbed her 60 times in a sadistic attack, even carving images including swastikas and crosses into her body.

The brutality of the assault shocked the community and led to Ling's arrest. He pleaded guilty to murder and was jailed for life at court, originally handed a minimum term of 20 years, which was reduced to 18 years following an appeal.

Ling remained behind bars for more than 25 years. Despite evidence presented to the Parole Board that he still posed a risk of causing serious harm to others, the panel last year directed his release, deeming him safe to be freed from prison.

A spokesman for the Parole Board confirmed the decision, emphasising that protecting the public is the board's number one priority. Panels examine a huge range of evidence, including psychological assessments and prison behaviour, to determine manageability of risk in the community.
